BOS Approves $10 Million in GO Bonds;
Establishes Capital Projects List
The Board of Supervisors at its March 28 meeting approved the issuance of $10 million in General Obligation Bonds and established a list of capital projects to spend the borrowed funds.
After holding a public hearing on March 14 that called for the BOS to borrow up to $18 million, the amount was reduced to $10 million. The major reason for the reduction was splitting the cost of a new public safety radio system over two fiscal years, with the first portion being $6,563,017. The issuance of the GO bonds was unanimously approved and will be financed by Carter Bank.
The BOS also decided on 10 projects totaling $8,970,087 in which to appropriate the borrowed funds. They include:
$6,563,017 – Public Safety Radio Project.
$500,000 – Route 10 Fire Station.
$1,000,000 – Public-Private Broadband expansion.
$56,000 – Refurbished roof for the building housing Riverside Criminal Justice Agency.
$217,500 – New windows at Harrison Elementary School.
$94,669 - Irrigation system at new Scott Park.
$53,573 – Electrical system at new Scott Park.
$39,000 – Fencing at new Scott Park.
$39,488 – Canoe launch at Appomattox River Park.
$106,840 – Improvements at Moore Recreational Complex.
All the projects were approved unanimously except for those related to new Scott Park. BOS Chairman Bill Robertson dissented on those three projects.
Supervisor T.J. Webb remained absent as he continues to recover from an industrial accident.
Previously the BOS had approved $1,029,913 in projects for FY ’17 in which the remainder of the borrowed funds would be used to reimburse the General Fund. They included:
$174,435 – Public Safety Radio Consultant.
$400,000 – Police vehicles.
$38,221 – Parks & Recreation paving project.
$190,007 – Improvements to new Scott Park fields.
$87,250 – Removal of asbestos at the Central Wellness Center.
$140,000 – Pipe repairs at the Central Wellness Center.
Other matters to come before the BOS at its meeting:
• Approved on the Consensus Agenda a resolution proclaiming May 4 as National Day of Prayer in Prince George County.
• Approved on the Consensus Agenda a resolution proclaiming April 1-7 Local Government Education Week.
• Approved on the Consensus Agenda an appropriation of $150,000 to the Utilities Department from Love’s Travel Center.
• Approved on the Consensus Agenda a resolution in support of the fiscal agent for CodeRVA Regional High School.
• Received an update on the recent General Assembly actions by Martha Burton.
• Received a report from officials at John Tyler Community College.
• Received a report from officials at the Crater Health District regarding a new tobacco policy.
• Unanimously approved a resolution to advertise a public hearing for conveyance of easements to Dominion Power at new Scott Park.
• Unanimously approved a resolution to appropriate $408,239 to the Public School Division for FY ’16 Carry-Over funds.
• Unanimously approved a resolution for the appropriation of $135,000 from the Proffer Fund for windows at South Elementary School.
• Unanimously approved a budget transfer of $84,693 to the School Bus Replacement account.
• Unanimously approved a resolution approving Phase II Notice to Proceed with Perkinson Construction at new Scott Park.
• Held a public hearing and unanimously approved an amendment to the taxi ordinance setting conditions for registration.
