BOS Adopts $114 Million
Budget for FY 2017-18

The Board of Supervisors at its May 9 meeting adopted the spending plan for FY ’18

After considering the proposal presented by County Administrator Percy Ashcraft since February, the BOS unanimously approved the plan. One addition was made before adoption which was to transfer $350,000 to the Public School Division for expenditures related to the Comprehensive Services Act. This is part of the formula that establishes funding for the School Division through the Memorandum of Understanding between the two governing boards.

The Overall Budget adopted is $114,018,234, which is a 1.95 percent over FY ’17. The General Fund Budget is $53,205,351, which is an increase of 1.89 percent over FY ’17.

Some other highlights included in the Budget:

-No increases in real estate or personal property rates. Utility rates were increased at 10 percent for water and 20 percent for wastewater at the April 11 meeting and will go into effect July 1.

-Funds 246 full-time and eight part-time employees.

-Funds employee health insurance at an increase of 7.68 percent over FY ’17.

-No employee salary increases are included in the Budget.

-Funds capital projects for FY ’17 and includes projects for FY ’18 that will be paid for with a spring borrowing.

-Funds public education at $15,900,249 through the Memorandum of Understanding.

-Projects an undesignated Fund Balance for June 30, 2018 at 15.8 percent, or $17.1 million.

Other matters to come before the BOS at its worksession & meeting:

• Discussed a proposed ordinance for real estate exemption for spouses killed under the Line of Duty Act.

• Discussed implementation of a new rate structure for residents of Brickhouse Landing Subdivision.

• Discussed the new broadband program proposed by Prince George Electric Cooperative.

• Approved on the Consensus Agenda a Budget amendment and appropriation of $7,674 to the Animal Services Center.

• Approved on the Consensus Agenda a resolution authorizing the County Administrator to accept a utility easement related to the Star Express Development on Route 301.

• Received the monthly VDOT report.

• Received a report on compensation for members serving on various local boards & commissions.

• Unanimously approved a resolution authorizing Staff to advertise a public hearing for the new Jefferson Park voting precinct.

• Unanimously approved a new method of recognizing certain achievements in the community.

• Unanimously approved sending a letter to Prince George Congressional delegation relating to counting personnel at Fort Lee in the 2020 Census.

• Voted to allow a hunting lease on the Yancey Property to expire on June 30 and not allow further hunting on the property by a 4-1 vote, with Supervisor Skalsky dissenting.
