Board of Supervisors Approve the Advertisement of a Public Hearing for Additional School Funds from the State

Dr. Lisa Pennycuff, School Superintendent, came before the Board at its October 24 meeting and stated that on October 11, 2023, the Prince George County School Board approved an increase in the FY2024 School budget.  Because of actions approved by the Virginia General Assembly in September, the School Division is expected to receive $3,736,258 more in state funding than what was included in the adopted FY2024 budget.  

Dr. Pennycuff discussed planned uses of these additional funds.  $1,253,582 is considered ongoing/recurring and $2,482,676 from the "All in Virginia Flexible Spending Plan" is considered one-time.  The “All in Virginia Flexible Spending Plan” funds will span multiple fiscal years and expire 6/30/2026.  They will be used for All in Tutoring, the Virginia Literacy Act, and Attendance Matters.  A portion of the $1,253,582 in recurring funds will allow for the restoration of the $543,374 local General Fund transfer to the Capital Fund for the purchase of School buses, with a corresponding reduction in the local transfer for school operations of $543,374.  The additional funds will restore supply lines for Operations & Maintenance, Pupil Transportation, and provide a 2% increase effective January 1 for support staff.  The requested public hearing date is November 15, 2023, to allow for appropriation of $3,736,258 to the current FY24 School budget.

Other matters that came before the Board at its meeting: 

·       Approved on consent an appropriation in the amount of $11,233 for Sports Tourism Tournament Fees.

·       Approved on consent an appropriation in the amount of $17,434.28 for State Asset Forfeiture Funds.

·       Approved on consent an appropriation in the amount of $50,000 of VDEM 9-1-1 Staffing Incentive Grant and authorization of payment of grant-funded staffing recognition incentives to Communications Officers.

·       Received a Quarterly Financial Report for the quarter ended September 30, 2023.

·       Unanimously approved a budget transfer in the amount of $30,051.75 for Capital Improvement Project Fund transfer from multiple School CIP Project accounts to County-wide CIP Fund School Bus account.

·       Unanimously authorized the Office of the Commonwealth’s Attorney to complete a grant application to the Virginia Department of Criminal Justice Services for a second Operation Ceasefire Grant.

·       Unanimously approved a budget transfer of Series 2019 Repurposed Bond Proceeds totaling $91,027 for HVAC replacement at Station 5 in the amount of $23,013 and Station 8 in the amount of $34,164 and a generator for Station 5 in the amount of $33,850.

·       Unanimously authorized to purchase APCO IntelliComm Guidecard System for the Emergency Communications Center as part of Public Safety Radio Project in the amount of $47,948.22.

·       Held a public hearing and unanimously approved an Ordinance to The Code of the County of Prince George, Virginia to permit tattoo parlors and body piercing sales in the General Business (B-1) Zoning District.

·       Held a public hearing and unanimously approved an Ordinance to amend The Code of the County of Prince George, Virginia to address reservation and revocation of water and wastewater capacity.
